Valve complete pack is very often on that discount. Many guys didn't ask the question you did, but the truth is that it can be on really like 85 or 90% at last days of summer. I had it with some games, you buy a game and after few days it's even cheaper and you can get angry :P

You can request a refund if the price drops after you bought the game, provided you played 2 hours maximum.
