Well, it's against the site rules so you do so at your own risk. I suppose if you had a CIS/RU only group and did GAs for that group it might be OK as the winner could actually use the prize but you may want to double check with support.

I seem to recall it being ok if it wasn't a public giveaway and you explained the region lock in the description.

You should ask support, if its allowed.
But i guess its okay as long as its written in description and a CIS/Russian group only, but if some group-member wins who is not from this region, you may get a not received.

Okay. Only one questionable line in FAQ:
"Do not submit CD-keys or Steam gifts that have regional restrictions, or those that require VPN activation or methods to bypass regional restrictions."
But it doesn't cover region locked gifts. Of course. User from 'Murica can use VPN or proxy to activate it on his account but after it game will be blocked. Not my fault, cowboy.
And nothing said specifically about locked gifts again.

Well, you just draw everyones attention to yourself, so they'll probably find something to suspend you for, eventually.

Неофициально, если в группе не будет посторонних членов, которым вдруг захочется пожаловаться в саппорт на гифт, который они не могут активировать из-за региональных ограничений, саппорт не станет заниматься отлавливанием таких раздач.
