These are Steam gifts, not keys, which means I have to add you on Steam as a friend.
If you win and then reject my friend request, even accidentally, I am almost certainly blacklisting you.
Had an experience with some guy declining my friend requests as well. Realized Steam has a feature where you can send gifts to the user by simply entering their email (and SG gives you the email of the winner). Just a neat fun fact in case you didn't know that yet :)
