Switzerland is way above the 10-15% price difference cutoff and honestly I don't know what to do with the fact that Russia has no price set for the game, I burnt myself with Afterparty once, so sorry - no Russia this time, better be safe.
If there's no price set for a country, that means the game is blocked in that country for one reason or another. With Russia, it became somewhat frequent when some companies - usually publishers - stopped selling their games in Russia due to you-know-what. As far as I know you cannot bypass that block by having someone in another country buy it for you with Steam's gifting system, so you made the right call. If you were giving away a key, you'd need to figure out if the key itself has any region locks - keys aren't affected by the blocks mentioned above and frequently have their own regional restrictions based on where you got the key from.

In fact, the above is not entirely true, because the absence of a price does not mean that it is impossible to send a gift. You need to see if there is a ban on activating keys or sending a gift to a specific region. For example, After Us has no restrictions on sending, but you will not be able to send Red Dead Redemption to Russia, Belarus, Kuwait, Qatar, or Saudi Arabia under any circumstances.
There is still the issue of the price difference. Despite the fact that the price is not indicated in this region, it actually exists. It is not known exactly what it is, but from experience I can say that it should be close to the price in dollars, so in theory there should be no problems with sending from the USA.
But yes, you can exclude Russia and other "problematic" regions from these giveaways if you do not want to bother with all these checks.
