If you're an American citizen, 18 or older, and registered to vote you don't have to live in the USA to vote. If you're not American then it doesn't matter if you live in the USA or not.

and that really is a shame, i dont live in usa and i am not an american but i keep repeating to my american friends that they need to vote because in reality every vote counts

yes your vote probably counts from your point of view.

from my point of view none of it matters because there is no one worth voting for that is going to make significant changes to our country and way of life for the better. not until the entire system is changed anyway.
