I was asking whether you restricted it to EU because the key only works in EU or because you didn't want anybody outside EU to get it. Now that I look closer, I see that some non-EU countries are also allowed to enter.

I don't really know what you mean... I bought the keys as "XCOM 2 EU", so someone probably chose that these keys exist.

I just used Steamgifts Steam EU setting, don't really know exactly which countries are allowed :S
