I don't know…It just said, I that it couldn't be activated in my region (Germany--See linked Screenshot above)That's why I asked where you bought the previous key. To get a hint about the region lock. HumbleBundle/Fanatical/… state region locks normally, and distributes them according to the region your account is registered under.
According to SteamDB, the there are only two packages available for sale, while this one is region restricted.
