Step 1 - First the GA creator should get the winner a working key if possible.
Step 2 - If the GA creator can't provide that then the winner should mark the GA as not received.
Optional - The GA creator can ask the winner if they would mind deleting the GA. The GA creator should never make it seem like they winner has to delete the GA, and the winner should never feel like they must delete the GA. The GA creator ASKING is very important. If the winner doesn't agree then they just mark the GA as not received.

Now if the GA creator wants to recreate the GA, they should try to find out what region locks there are and use the appropriate region lock tags during GA creation.

If it's been in a bundle check SG for the bundle thread, they normally have the region locks listed. If you need help finding region locks the community is pretty helpful, you could reach out to someone who you see helping with region locks on the bundle threads.
