I don't know if this is possible now and with an external key, but some years ago, when you bought the complete pack you received extra copies for games you already own.

I traded for Goat Simulator complete back when I already owned Goat Simulator. It didn't give me an extra copy of Goat Simulator. I thought it was going to and I was going to give the base game to my friend.

It only works with the Valve bundle though. That's why it didn't work with the Goat Simulator game.

I was gonna buy the valve complete pack, but in my cart it said "You will not recieve extra copies of the following: CS:GO, etc". So I don't believe you get extra copies.

Used to have the Valve Complete Pack in that list. I forgot they changed it so that when you buy certain game packs now, that if you already own some of the games, they just adjust the price of the pack accordingly.
