he means you should check the winner's library manually to make sure he doesn't already own the dlcs before sending him the key/gift ^^

yes, i understood his comment. it's been a while since i made a steam key giveaway so i assumed it'd automatically send the key to the winner. anyways, there's no way for me to check since you cannot see this specific dlc via the games library.

ah, my bad then
and actually there is a way, you can add him on steam then go to the store page of the specific dlc and check if he owns it or not, but it's too much trouble for most people, and i don't think there is anyone would make such an effort just to check so yeah :P
