There are actually already two users entering this giveaway while already having the game, one won this exact same pack while the other won the base game.
You still have to check the winner, lv10 doesn't necessarily means reducing the amount of work. Some people just don't bother reading the description at all.

I suppose you have a script/easy way to check all entries to see who already have the base game/DLCs other than checking them one-by-one manually?

No I didn't use any scripts. I just wanted to get some insights on how many level-10 users either use autojoin or don't read the description, so I went ahead and manually checked them one by one.

However, I don't go to their Steam profile to open their games library from there, because if they have a lot of games the browser will freeze for a while if you open them. Instead, I use the IPlayerService/GetOwnedGames method provided by the Steam Web API which takes the user's Steam64 (you can grab the Steam64 from their permalink which you can get from the user's SG profile--copy link location on the "Visit Steam Profile" button) and returns a list of appids of the products that user owns. The returned result is in jaon format and it loads very fast, if you want to see if the user owns this game, just search

 331600,

in the results (which is the appid of this base game). Of course I wouldn't do this if there are like several hundred entries.
