Sid Meier's Civilization V: Complete Edition

It's always good to say if people with the base game or some dlcs (usually people mention 2 most expensive ones: Gods and Kings and Brave New World) can enter :)

It's an issue with how Steam handles "Complete Editions", "GOTYs" and such. In some cases the listed item is not actually a single product (which is how SteamGifts list them) but a package/bundle instead. You may own all the products in it, but the package itself will still not be marked as owned because it's like an entirely different listing.

Actually, no. The problem is when packages contain DLC, because Steam doesn't report what DLCs a user owns. So a package with at least 1 DLC in it is always reported as not fully owned. But if a package only has non-DLC, it gets handled correctly, and users who own everything in it are blocked from entering on SG.
