SG support doesn't allow reroll requests in case of region issues so our options are to delete this GA or for you to mark it as Not Received. Let me know what you prefer.

I contacted the key shop in order to get a replacement key. They asked me to obtain the activation date and time from Steam support.
Steam support confirms that the key was activated on Sep 28 10:40 PST, 3 minutes before you told me that you couldn't activate it in Turkey. It's obvious that you have another European Steam account. You even have a Dutch flag on your Steam profile.
You lied to me the entire time and I was even nice and gullible enough to send you another game as a consolation.
This is the worst experience I've had in my two years on SG. It makes me want to quit SG or at least stop making public giveaways.

I asked a friend of mine to check the availability of the key and I thought he had the means to check it somewhere, but apparently he tried directly on steam and activated it. I will still mark it as received if/when I manage to obtain the game for myself, but again sorry that it happened this way.
All you had to do was tell me that the key is region locked and hand it back to me. I don't know why any additional "checking" was necessarily by either you or your friend. No amount of checking would've allowed you to activate the key on your account.
I'm not sure what your friend told you exactly, but you could've at least informed me that you shared the key with him. I hope you can understand why I'm being suspicious.
Anyway, what's done is done. I'm planning to ask SG support to mark the giveaway as received after one week because it's irrelevant if it was you or your friend who activated the game; the key that I sent was valid but was activated on a different account.
I wasn't aware that he activated it, but yes I shouldn't have checked with anyone else, I was just curious about the restrictions and if there could have been a way for me to activate it. Sorry again for the inconvenience, do as what you think is right.

Such similar experiences were for me the reason why i do nowadays nearly only GAs in my group and haven't done since 2 years cakeday threads.
If someone would do in my group something shady he would be escorted to the door.
I miss the times when i made public GAs without to know how many winners cheat/exploit/abuse in some way.
It's disconcerting. The public part of SG is such a train wreck with the amount of bs that every time I post a public ga, I'm unsure whether I should. So many things should be automated and lifting the burden of the few mods actually willing to help (and not just collecting badges). SG is a joke.

However, I know you have spent much of your time "exposing" the crime and the criminal with it by contacting the support team but, apparently, nothing can be dome. At least until a solution is found (maybe at a software level it's possible? I'd have to think about it)
That is the important core part. The owner don't care, so nothing will change.
That is the reason why i stopped, nearly 1 year ago, to hunt the cheaters. It waste only important lifetime that nobody gets back.
