Just something to keep in mind, being online on Steamgifts doesn't mean they can access the Steam client, which is necessary to activate a code. The former requires only a browser, whereas the latter requires a computer with Steam installed.

For example, if someone is at their work computer and doesn't have an administrator account for the OS, they can't install Steam but they can use the browser to access Steamgifts.

Yeah but for instance last week someone won something from me and when I checked his steam after a couple of days, he was online atm. I had to mail him after one week to remind him and he quickly marked it received. That kind of scenario is what I was referring to.
