Steam doesn't provide a suitable method for SteamGifts to check ownership of DLC. I can't even tell if a winner owns this particular DLC when I look at their library.

SteamGifts Support staff subsequently have way too much fun with DLC giveaways... ;-)

Users can help by checking themselves whether they own DLC before entering, but we're mere users and that's hard work. :-)

Actually it's not that difficult. If you see the purple "DLC" diagonal corner stripe on the giveaway picture (like for this one), just click through to the Steam Store page and see if the green "IN LIBRARY" banner is present (assuming you're logged in to Steam). If it is, hide the giveaway so you won't be shown the DLC again.
