in theory SG is allowing to enter DLC GAs only if you have the base game. :)

Also people who already has can enter . So them or u should check. i always check myself if i have it or not :). Thanks for chance !

I'd ask to make sure they don't already own the DLC.
I have other DLCs and I could enter GAs for those. I have manually hid those DLCs or otherwise I could enter a GA by mistake.
