This is the "Sid Meier's Civilization V DLC" key from humble bundle, so I ASSUME it's the DLC Bundle (already owned and there's no steam entry for the various DLCs I already have). If that's not the case please don't downvote and inform me beforehand, you have been warned xD
You should check that the winner doesn't already have all the maps in this DLC. This is my case and I can enter !

The humble bundle key includes ALL dlc for Civ V, not only the Map Pack Bundle, there is no store equivelant for the key, but this one fits it ok, as these are included in the key you're giving out.
