From what I understand, in terms of content, Fallout 3 GOTY is equivalent to regular Fallout 3 + all DLCs. That said, this giveaway is only for the base game (without DLCs).
But for Steam (and Steamgifts), these two versions are treated as two different games so anyone who owns one of the two versions will not see an indication that they already own the game when viewing the other version's page...
