No, its not.

It doesn't matter what I get, by the rules of SG, u can gift only that game, that is mentioned in the gift.
I didn't get Block Blowout, so I cant make gift received.

All giveaways checking by sg, they have access to user game library, and know what he activated, what games he have, I cant accept, cause I didnt get this game and I dont have it on account. So me and u will be suspended, if I accept giveaway.
