GA creators have the right to refuse entry if the winners own some of the content (of a package containing multiple content items, such as a game and all of its DLCs). Masterbot is stating they already own the base game, and would like your permission to enter just for the DLC content they're missing.

(Here's the site guideline in question:)

Try to refrain from entering giveaways for packages if you already own the majority of the games contained within. The giveaway creator may request a new winner if they believe you own too many of the packaged games.

Again, you have the right to refuse- and there's some benefits to doing so. Not only can you make sure none of your content is "wasted", but if you're planning on following SG recommended protocols and checking your winner before sending your game (to make sure they're not trying to fraudulently get a duplicate copy of a game they already own, as is prohibited by the guideline immediately preceding the one quoted above). it's a lot easier to see if someone owns a base game than it is to check if they own DLCs (since DLC ownership can only be checked by adding someone as a Steam friend and then checking the store page of the DLC in question).

Conversely, a lot of base games are given away cheap or free while DLCs are extremely difficult to acquire, so allowing users to enter for DLCs can be considered generous in its own way. Or, as is the case for the Tropico games, the complete collections tend to be offered in bundles quite a lot, making base game ownership quickly worthless.

Which is to say, the complete editions are somehow worth less than the individual DLCs are, due to the odd marketing practices, so those with the base games are often actually disadvantaged by their ownership of such (same situation goes for basically any SEGA game). So such owners would definitely tend to appreciate the chance at the full version of the game.

Yes, it does but even if you own the base game, you can activate the key and get the missing DLC :D

But I believe they are asking you to say in simple words if they can enter or not.

Thank you for saying that, but we actually know what this package is. People were rather trying to ask you which option you personally prefer:
A) You want to give the code only to someone who doesn't own the base game yet
B) You want to let anyone enter, no matter if they already own part of the content
A or B?

It's due how Steam handles game ownership.
Steam doesn't. Steam handles licenses, not games/DLC themselves.
So one person can buy the base game, then buy all DLC's individually, and would still be able to join this GA as according Steam they do not own the license for this pack, only for the individual parts and they don't register as the same.
Therefore the regular SG blocking of people who already own some individual part licences does not stop then from joining pack giveaways.

The regulations stipulate user should refrain from entering pack GA's if the user owns several parts of it already, as the already owned parts will just disappear/be wasted when redeemed. However, this is not an absolute rule and kan be bypassed with your permission.
So often you will see that user ask if it's OK to enter for DLC's only - meaning they already own base game, and/or few of the DLC as well.

I for example own the base game (Tropico 5) but no DLC. So if I would join and win, I will get all the DLC but not an extra copy of the base game - that one will just disappear when i redeem your key on Steam (I'm not joining, just as example).
If I owned base game and almost all DLC, I would only get the missing DLC's and the rest of the pack would disappear.

So your choices are easy:
You care really much that all parts of your pack goes to someone who owns nothing from it - you say: No, not ok to join for DLC.
You don't care if parts of the pack is wasted on sowemone who already owns them - you say: Yes, ok to join for DLC.
Or you simply don't answer at all and either accept winner as is or check and request re-roll if you don't like what you see (this option is not loved by overworked moderators, so please try to avoid this one).
