OK now I got it 100% the user will get banned automatically once the waiting time to activate it is over. Can't the site overlook the policy infringement? Or are they that dense to enforce site policy?

The key is for the giveaway that is active. My other giveaway for GTA IV base game is the base game ONLY which is no longer obtainable on the store. Steamgifts does not list the base game only as an option. They only list the complete editions. The only one who loses is me because I will not get credit for whomever redeems the game.

If I understood StarPONY correctly, the winner will be also in trouble, as SG will not see this game in the winner's library, hence SG will think the winner has not activated the win, even when the winner redeemed the key and got GTA4 Complete. That's the problem.
So, the winner has the option of marking the game as received and get a penalty, or the option to not mark it as received and you get the penalty.
Thus I really suggest you to delete the giveaway and remake it as Grand Theft Auto IV: The Complete Edition (app 12210).

It is under app 12210, check my page. The key for the standalone GTA IV is NOT on this giveaway. The fact comment threads are even present here regarding it is causing confusion.

Thanks, but this is not the proper game.
The key sent activates as Grand Theft Auto: EFLC, but doesn't show as owned in my library. Likely because it was replaced with the complete edition. You can either try changing the giveaway to reflect the game given, or delete the giveaway altogether, but I cannot mark as received or I will receive a suspension for an unactivated win.
