It's not a bug. It happens because the base game has the tag "Profile Features Limited". (You can see it in the right panel on the game page). Then, thanks to this tag, Steamgifts can't recognize who already has the base game. So having the base game, like me, see here "Missing Base Game", and that's why the entries will be always zero :(

On the right, just above the language. If you put the mouse on the question mark of the tag, you can see why steamgifts can't recognize the game here
