This is the 2006 game "Prey", not the 2017 "Prey". It's not sold on steam directly anymore for whatever reason (company dead, bethesda owns the title rights, yadda yadda)
Plenty of retail versions out there though, activated in Steam with a key. And the community even has a dedicated multiplayer server running.
