All the giveaways on SG are from Humble Bundle. His account only has Humble Bundle games or free giveaways. I think it is safe to say that the user did not buy it as a gift from Steam because he wanted to give it away (he doesn't own a single game of the series on his account).

there are no steam keys for most of Ubisoft games (RUSE was an exception). Just steam gifts can be bought

I've given away 350+ games and I don't think that I'm more "generous" than them. I can believe that someone would give away a game that's non-bundled even if there had been a bunch of fake/wrong giveaways...

If it is a Uplay key, all it means is the winner will get a free Uplay key, and the person giving it away will get nothing. The winner would have to mark it as NOT received since it would not activate on Steam, so the gifter would get zero CV for the giveaway. If the winner marks as received, they'll have an unactivated win on their account and blocked from SGTools giveaways.
