The game is region blocked throughout Asia as is the norm with most Japanese games. You should have removed them from the eligible regions list when creating the GA.

I don't think that's the case, the countries are quite random. It's not available in Philippines (SEA), Colombia (SA), etc.

If you have a key for this giveaway, it should work globally. There is no region restricted package on SteamDB.
By the way, may I ask - Is this the Digital Alpha Edition or just the regular edition?

Well,Last time I met a similar case and finally found a solution.
I redeemed it through a cloud-server in US,then the game was successfully added to my liburary,I can now download and run it just like other normal ones.(although the store page/review is still unavailable)
So I think the key may have a region lock just on redeeming.
