If this is the free game from Humble Bundle, you risk getting banned for false giveaway. This giveaway must include the base game + the Inheritance DLC as well, or it will be marked as not received.

No, it's not fine, it's forbidden. From the guidelines: Beta keys, guest passes, coupons, and free games should not be given away.
When a game is temporary free because a promotion, mods delete the game from the game list so it can't be given away. That's why people are making giveaways with this masterpiece edition, because they can't find the original game in the list. When the promotion ends, the game returns to the list and giving it away will be possible again, but will give no CV to the giveaway creator.
