Since usually every DLC is marked as it through a label on the top left corner, I thought that everyone could enter this one because it does not have that label.
Now I am quite sure that only who owns the base game can enter. Thanks again :)
Your situation is actually the opposite-people can enter despite having that DLC in their library. So remember to check the winner before sending the key ;)
People can't enter GA for DLC unless they own base game.
You might want to be more concerned with people already owning DLC and entering anyway because SG can't verify ownership due to steam API limitations.
