The minimum giveaway length is 60 minutes. The average is usually 5 days or so. You could just make it to a time when you wake back up. Sometimes it takes days for level 0 users to activate and mark a won game.

You made a giveaway for level 0. You should know that while level 0 is full of nice and eager people who'd just like to get some games to play, it is also really, really, really full of people who treat the site as a free shopping mall for keys to sell for their own profit. Or for games to add to their collection as a +1 while they play CS:GO (and it is always CS:GO and only CS:GO, funny enough).
Therefore, it is advised to check upon your winner to see if they were naughty little boys. After the giveaway ends, copy the winner's user name to the box on both of these sites:

If you see red boxes appear and any of the dates in them is within the past 6 weeks or so, instead of sending the key, use the Request new winner button to ask for SteamGifts support for a new winner.

Don't put too much thought into levels. There is some vague mysticism around the levelling system on the site among newcomers, but it is just a number, nothing more. It won't open any magical lands. If you want to give games, it will climb naturally anyway, if you want to win games, then scroll down this page to see how many giveaways were created for higher levels in the past six years.

For future reference: if it is less than a week old, then maybe the winner marked it prematurely. It is an error many make. Ask them what happened or wait for that giveaway to be one week old.
