On https://steamdb.info/sales/ you see (I would say) all games which are currently on sale on Steam. Apply the filter to only show games with a 90% discount and exclude all other filters you don't need (like number of reviews and so on).
Then you just have to search the game here on SG and look if it's full value, reduced or no value.
