It won't level them up since it gives 0 CV. And it's actually helpful for people who don't have access to HB (since this horrible company keeps banning people just for farting in the wrong direction....)

It may give some temporarily, namely between the time when the winner receives it and the time Steamgifts updates its list of free games, but usually this period is very short.
In this case, the game is already marked as free. But even if it was marked tomorrow, then the GA creator could get CV for it today, but then they would lose it tomorrow.
