So it appears I didn't understand how the region restrictions worked, and made a giveaway that the people who could enter couldn't redeem the key, which is useless to everyone. So let's try this again.

i think you went overboard with the region restriction choices though? (its usually germany, japan, for some games being restricted nowadays for example.) what Tututuru said, i believe you've gotten the region restricting thing wrong.
so I click the region restricted and see my country there. I can enter the giveaway. not sure if thats how it should be

Yeah, that's how I thought it was before. Like how Humble Bundle does it, only showing you to Regions it's restricted in.
However SteamGifts shows you the Regions it's restricted to.
So like the exact opposite. If you see your country, you good.

It's not just germany or japan, I had a Humble Bundle copy of Civilization 5 that wasn't redeemable in the US
