As far as I know, the base game of Rise of Tomb Raider (steam) is the "20 year celebration" ... includes the season pack ...
Try looking at the wording of unlocked licenses in your account details ...
It does seem like they try to confuse us on purpose regarding the titles of this franchise. I am not a fan of these games myself so I can only forward what I read on the steampage " Rise of the Tomb Raider: 20 Year Celebration includes Season Pass
