On further Investigation (I was incorrect about it being included in Season Pass - the true problem is more convoluted).
If you have this DLC you will have 4 DLC listed: (under properties for BioShock Infinite - DLC)
BioShock Infinite - Comstock's Bird's Eye Sniper Rifle
BioShock Infinite - Comstock's China Broom Shotgun
BioShock Infinite - Industrial Revolution Rewards Pack
BioShock Infinite - Upgrade Pack
There is no mention of "Columbia's Finest" in the DLC.Properties.
The Steam Store will still show that the DLC is not owned.
After purchasing - You will still be able to add the DLC to your cart in the steam store - and Steam will not tell you that you already own it.
After purchasing - THEN steam will tell you that you already own the DLC..
MORAL - Just because the DLC shows up as unowned in Steam - check for the above components to see if you already own it. Ignore "Columbia's Finest" in the DLC Properties - that text does not appear.
tldr - "Columbia's finest" is not included in the Columbia's Finest DLC - Steam won't show you own it, and will let you purchase - but not activate a second copy of it.

i believe ALL dlcs of any game will show up on giveaway sites & any other account detectors that use the steam api, they are handled different from base games & packages
edit: packages might be same as dlc, there are some 'complete edition' packages where i already own everything, yet they show up on steamgifts

Maybe I have the "Complete Edition" - which includes the season pass.... Either way when looking at that DLC for my account - it shows that is not owned. (Maybe purchasing the "Complete Edition" doesn't flag the DLC as owned in the SteamDB.

This was one of the hardest Steam packages to figure out...
You go to the game in your library with a detailed view, and under the Achievements section is the DLC list. This DLC shows up in the list as those four mentioned by OP.
