Yes, it's allowed. If the winner owns the base game you'll want to check to see if they own the DLC, which you may need to add the winner to see if they own it or not.
SG doesn't recognize DLC as owned, because of the Steam API. So even if they own the DLC they could enter the giveaway without even realizing they have it already.
If you make giveaways where the base game includes DLC, it's a good idea to mention whether they can enter for it or not in the giveaway description. If you aren't fine with people entering the giveaway for just the DLC and they own the base game you would be able submit a ticket to reroll to a new winner without needing approval.
