It is, yes. Quite a few games do that while in beta, essentially running a crowdfunding campaign on Steam before going public F2P with some bonuses for the beta tester purchasers. I just wish they would not put this tag on the game while it is in EA, since F2P is a separate category and it is borderline misinforming until it really goes F2P.
(Then again, if not the publisher, then the users can make that tag appear, I think, like any other tag.)
