It says "Missing Base Game" -- but I own it.
Usually Steamgifts allows you to enter DLC, even if you have base game missing. But all that is untrue with TWS2 DLC giveaways -- you cannot enter even if you have the base game!

It used to be correct and people were able to enter giveaways of this title, but the publisher changed something (store page most likely) that causes SG to fail to detect ownership of base game.

The reason for not being able to enter for "missing base game" even you have the base game:
This one (appid 201272) is configured as the DLC of appid 201270 which is also a DLC. Steam API has a glitch that prevents SG from detecting ownership of most DLCs on your account, 201270 included.
The correct appid for Total War: Shogun 2 is 34330, but the store page automatically redirects to 201270.
