For this challenge, you first have to find the characters, but then you must use an encryption system named after an Emperor. For this to work you need a number to decipher.
One number was used for encryption, the other is to be used for decryption.

The cipher is named after an Emperor, but does not have "Emperor" in it's name... it's a rather old cipher.
The first tarot card yield the number which was used for encryption and the second tarot card yields the number to decipher.
