He meant if he can enter it anyway. If you say yes and he wins, the base game + the DLC he owns will get lost and only the 2 DLC he doesn't have will activate on his account. If you say no and he enters anyway, you can ask for re-roll in case he wins [there's this option to be chosen as a reason - Majority of bundle already exists in their account - when you ask for a new winner]. It's up to you really.
Most people ask others to enter only when they don't own the majority of a pack.
Whatever you decide, you better add a description to your GA. That way, others will be aware when they decide to enter.
