You were able to enter the giveaway because Steamgifts cannot properly detect the ownership of DLCs. This is an issue with how Steam API reports ownership, so unfortunately there is nothing we could do to fix it from our side. All we can do is remind our users of this fact and encourage them to check if they own a DLC before entering giveaways for them.
