Yes people are like that. Some have the personal rule of never blacklist anyone, others have certain lines that if you pass, you're blacklisted. But others just blacklist in a whim.

Every reason you could possible imagine. I even had a blacklist from someone that won my giveaway... xD don't bother with that, they can't enter your giveaways if they blacklist you so its a blessing actually not have to deal with such people. enjoy the site and have fun.

Yeah, people will blacklist for various reasons.
Some blacklist winners, to ensure their keys go to individual users and nobody wins twice.

Some just see your giveaway ration and if it's higher than X or lower than Y, blacklisted.
Some just do it to troll.
Some just look at your steam account level,.

or any reason at all really.

Don't worry about it too much.
