Neat puzzle. I didn't have any problem finding the message, but one thing that tripped me up initially was that I assumed the pad was the start of the text instead of the first bullet point.

But the first bullet point is the first "paragraph" in appropiate length and without highlited letters. So it should be clear its the pad. ;)

Wow. Great "puuzle" (is it still a puzzle when you got clear instructions how to solve?!^^)
One Time Pad/ Vernom Cipher was new to me - luckily i am familiar with Base64, binary and ROT-13.(Ceasar)...
Still took me almost 2 hours experimenting with the cipher (until i found the "htpps://www." followed by some jibberjabber. Only had to write out the highlited letters more carfully et voilรก: here i am.

Somehow I thought the pad would be all uppercased words linked together:
