Didn't understand, how is it likely to be rejected on BR? We have it ok on the Steam Store, and usually the blocks are from BR to expensivier market, not the reverse!

I'm not sure, but when I clicked to convert the key to a giftable link, it gave me a pop-up warning listing the areas that steam will likely reject it for. I honestly don't understand why there are regional issues with keys (other than maybe market values), but given the region restrictions are clearly stated in the giveaway, I'm afraid I will ask for a re-roll if you win.
Sorry to do this to you, but it would be a waste for the key to be nullified shortly after redemption when there are people who wouldn't face such an issue. It's a little odd that it doesn't occur with all the keys too, so I'm guessing it relates to the publisher / developers and their choices on matters, maybe? It would be best if you reclaim your points for the entry and spend them somewhere better.
I'd love to give you a fair shot at this, but I really don't want to risk a key being 'killed' when steam is quite strict with their regional compliances. Sorry again. :S

Well, if it trully doesn't work, you're right, the winner MUST activate the key!
I'll leave the giveaway, as I don't want to get trouble, but if someone win the game, you'll have a bad time on re-rolling, as you specified the restrictions on text, and you should do it via restricted areas... in the 5th region of the giveaway, it says:
Region Restrictions
and you said it doesn't work for: BO, HN, BR, BS, KG, BY, BZ, CN, NI, PY, PA, TJ, RU, PE, TM, GT, CO, VE, CL, AM, EC, GF, GE, AR, GY, CR, AZ, MD, UY, UZ, SR, SV, KZ, UA
it's not multiple choice. It doesn't work on Brazil (BR) and other South America Coutries (AR, PE, BO, HN, PY, UY, etc.). It doesn't work on RU, MD, AZ, KZ, etc. (so not RU+CIS), no China (CN), no Germany (GE), well, so, it appears to be lock on South+Central America and Ru+CIS and China.
I really don't understand how you should create your region locked key, but here's why you're likely to have a problem:
Extraneous/special rules for giveaways require moderator approval. Public giveaways cannot have any special rules.
This is a public (not restricted) GA, so no rules apply!
