Hi, first of all, thanks for the giveaway.
I've noticed you haven't set a level restriction on your giveaways, may i suggest, that you do so in your future ones?
The reason is simple, there are a lot of bad accounts on this site, like autojoiners, multis, bots, win resellers and other rule breakers or just leechers, who doesn't contribute to the site at all, and most of them are found on level 0.
I even suggest to set a higher level than 1, because it will cost like 10 Cent to reach that level, even level 3 is pretty cheap to reach and will cost like 10 to 20 bucks, also being poor isn't an excuse for me, because i live below the poverty line of my country and even i managed to get to level 5 in few months.
Another advantage of setting the bar higher is, that you won't get bothered by all the annoying thank you messages from autojoiners with thank you script, that's why i set my bar even higher to at least level 4 and level 3 being the real exception.
You can even go right away and delete your giveaway to set it up new with a level restriction, if you wish to do so, deletion of running giveaways are accepted instantly.

with 970k users on level 0 85% of the accounts on the site haven't contributed with a giveaway and just there for leeching, another reason for setting up a level restriction.

Suggestion: Instead of commenting the same message over and over, reach out to the site owners and ask them to stop level zero users from participating in giveaways. That—to me, at least—seems like the more effective way to go about this. Good luck.

others already wrote to the owner many times and received no reaction, so we tried to find other solutions and that's the best thing we came up with

Perhaps, this is not what the owners want or intend. They already benefit from other users choosing to level up. This is an added bonus. Why exclude people who simply can’t or don’t want to spend? You (collectively) have your fun. Let them have fun too. It is all about choice. I haven’t leveled up either, but after spending a month every day on the website, I am thinking about it. Had I been excluded from the get-go, I wouldn’t want to be here. You can be sure that there are a lot of users who think the same.
Anyway, I don’t stand for the cause, but I appreciate the dedication.

Everyone starts from 0 and you can't expect people to drop money when the site is called steam "GIFTS". Plus some people who win these games have a genuine interest on the game, and if they already own it or don't redeem, you can always report the account. I don't see a reason to set a level to certain giveaways, everyone deserves a chance.

what about gifting being usually mutual in reallife?
but because it's the internet everyone thinks this here is some sort of magic vending machine
some may have an interest in a game, but i think most here are just greedy and want +1 or cards to farm money or why else someone would use an autojoiner, even it's against the rules?
Which people make these chances possible, level zeros? most likely not and most gifters, who are vital for the site agree with my arguments

You know, I sympathize with your arguments somehow. But as it stands a minimum of 15% of level 0 members violate site rules. As the site owner cg is unwilling to change things for the better the only defense available for members is level gating their giveaways with various methods.
From this perspective "Prosac's crusade" is understandable as members using the site in a more casual manner often aren't aware of the issues.
If there wouldn't be so many foxes in the hen house more giveaways available to all members would be created.

you can't even afford 10 Cents or one dollar to buy a game on Fanatical to get to level one, but still own a PC, a steam library worth 100$ and can pay for rent, food and energy?

Oh so many assumptions. My PC is nearly 10 years old. The last I don't know how many games I've gotten were either free or unexpected gifts. I can't afford rent, food, and energy. None of my job interviews in the last few years have gone anywhere. If it weren't for the kindness of my parents, who knows where I'd be.
