Just 'cause it's configured a bit oddly, doesn't make it any less of a DLC for SG purposes.
Seems a though in the past Expansion Packs were treated as separate from DLCs for a while, and that really just muddled a lot of things up for no benefit or reason. :/
Stand-Alones definitely have a reason for such behavior, though they're still a mess in their own right, but it doesn't make sense for content like this, which does require the base game.

afaik you can't even activate it without spore (according to steamdb: MustOwnAppToPurchase Spore (17390))
