well steam (ans SG) looks at it as a different items :-)

  2. collection

what luckz ask is if its ok by you if he enters for the dlcs :-)

i think on the rolls its ok to enter if you have less of the majority of the items (from what i seen most people allow up to about ~50% and less of the items)

Steamgifts will even allow somebody with 100% of the package to enter, sadly, as Steamgifts can't check which DLCs are owned. It can only check the base game.

I for example only lack one DLC, and I'm definitely not going to enter, I just figured I'd ask for the sake of others.

"Allow" in the sense of "enable on a technical level", i.e. it does not show "already owned" because it does not know the DLC.

Steamgifts rules tells that:

  • you can enter if you have less than 50% of pack value
  • you can enter anytime - if giveaway creator allow for this.

Otherwise giveaway creator is allowed to ask for re-roll.
