I can't tell you the reason here, as calling out is not allowed. In above case the non activations are visible for everyone, in your case it is a little bit more complicated, but it is a hard blacklist reason from my point of view.
I have no idea what you are talking about, if I did something that you deem worthy of getting a "hard" blacklist then just flat out say it, it's not that complicated.
