The only way to change region restrictions is to delete and remake the giveaway (which will expend one of your giveaway slots, but you'll get more of those as you make more giveaways). Regardless of whether you use the link in the bottom left of the giveaway page or whether you make support ticket to delete the giveaway, the deletion will automatically process without need for staff involvement, so you'll be able to immediately remake the giveaway (unless you're out of giveaway slots; in that case you'll need to put in a ticket to support for additional slots, and wait for that ticket to process).
Note that region restrictions'll forcibly stop anyone from the restricted regions from entering the giveaway, and will also hide the giveaway in the giveaway listing from those outside of the allowed region(s). Region restrictions can help limit entries and draw more positive attention to a giveaway, and can be used to filter out regions perceived to have higher than average amounts of exploiters or similarly problematic users (for example, the current activation bans on Russia have many users restricting Russia from giveaways, to avoid any potential activation issues). If your Twitch is mostly focused around US consumers, your current region restriction isn't necessarily a bad thing.
However, if you're just trying to draw general attention to your channel, and your Twitch is a typical international/nation-neutral feed, then perhaps remaking without a region restriction will be more useful to your aims.
Note that deleting a giveaway will refund all entrants their P, but will delete all comments made on the giveaway (so you should note down any users you may wish to reply to prior to deleting your giveaway, and make replies in their past public giveaways if desired).
My aim in this post was to be comprehensive, so hopefully some part of that was helpful, and you weren't put off by my covering anything you may have already been aware of. :)

Your giveaway consists of the base game and the season pass. They are saying that they already have the base game but do not have the season pass and they are asking you if it alright if they enter the giveaway just for the season pass.

Exactly what Akrat said. Per the guidelines of the site you are able to choose a new winner in the event that someone who wins owns the base game but not the DLC. I am asking ff you are okay with someone entering just for the DLC that is included with the key. (Provided this key includes the season pass. If it does not, you need to remake the giveaway.)
If you prefer someone winning who does not own the base game, then you can state that in the description.
