As long-time GA and observation, I had my mind. For my public GA, I will check the winner.
If winner didn't any GA which I can join (probably public, not group or region only that I can't join) in recently (1-2 months), I will temporarily blacklist him/her until next time I manage BL/WL.
Blacklist is two-way now, I think that is fair. No hard feelings about blacklist, and let more chance for those still contribute to the community.
