The user who win my ga, blocked me and delete in my list friend, is oficcially not a member in my private group.

Screenshot the pending Friend request. If you want to be really, really nice you can also send them an email to notify them about their win (but that's up to you, befriending them on Steam is enough).
After 1 week has passed you can ask for a reroll due to "Could not contact winner" or "Winner rejected gift".
Edit: Alternatively you could also ask for a reroll due to "No longer a group member (Group only). But you might have to add a screenshot of the group history so mods can see they were no longer a member when the gib ended.

No permabans for nobody :P k4boomz suggested you should just wait until mods adress your ticket and the (original) winner gets permabanned. I pointed out that there will be no bans, neither permanent nor temporary.
