yes, they have to. Not activating the gift and instead gifting it to someone else or trading it is a reason to report and get them suspension or a ban.
If you win a game, you have to activate it on your account.

Wrong. They have to activate it. "Winnings must be redeemed on the winning account."

point being, unless their inventory is public and you can SEE they kept it in their inventory because it looks better there than in their library, we won't know IF they traded it. They only way to be certain is if it is redeemed.
Also, they could theoretically still enter the same games giveaway again.
I am asking because i found no acute timing in the FAQ, but yep, i am pretty certain they HAVE to activate it. Look into report users.
It says "Trading OR Not activating won Gift"...

That is, after the gift is marked as received(or after you sent it while online in steam and they said thanks).
Now, i'd expect the normal course of action for them to inmediately activate the gift...that is, i see no valid reason NOT to activate it right away-
But on the other hand, it would seem harsh to instantly report them, whats the proper course of action?
Wait a bit, then tell them to activate it, and report if they fail to do so?
